When I got Medicare I was lead to believe that ANY goverment/federal program became the primary, then your insurance would be secondary then I would be responsible for what was left.
So I have no idea, when I just went to the dermo on Weds they said that my UnitedHealthCare was primary and Medicare was secondary.
Sorry this didn't help, it's my 2 cents.
Good luck! This is so confusing!

Medicare is always secondary if the primary insurance is thru you or a spouse, but either has to be actively working UNLESS Medicare is being received for End Stage Renal Failure. This is the only only exception.
