Strep throat is transferred by saliva. So, the way kids can get each other sick with it is by sharing food, drink, or coughing on each other when the child has strep throat and is not on antibitiotics and has a fever.
Have you spoken with your child's pediatrician about your daughter and why she keeps getting strep throat? I ,as a child , would often get strep throat. My son without CF seems to get it perhaps once a year, lately less often.

Her pediatrician even swabbed her for strep to make sure she didn't have it, even though she had no symptoms(he is very cautious).
Anyway, about the school, some kids just go to school when they are sick. Parents dose their kids with tylenol and send them to school. teach your daughter not to share drinks/food. I am not sure what else you can do.

Even if the schools are careful about screening out kids that look sick, it would not keep it out of the schools.
It's possible that if you spoke to your daughter's teacher, she may be open to implementing measures in her classroom that could help at least to reduce the spread from other kids in her class.
