Vest question/help

Skye is not newly diagnosed but I was not sure where to post this question. I am trying to get a vest for my daughter, she is 18 months old and I know a lot of families who have received a vest younger than 18 months. The clinic in Nebraska said she could get one fitted but sadly we are living in RI and seeing the boston clinic right now. They said they don't normally start vests until age 5 and I just won't accept that. Right now we are using an electric percussor and her CPT barely gets done because she moves around way too much and cries the entire time no matter what I try. We have been donig CPT since she was born so this isn't something new to her, she just does not like it. I have done my research and a child can get a vest when his/her chest is at least 16" around. Skyes is 21" so she is good to go. I am looking for help to try and get this new doctor to prescribe her a vest.
It would help if families that have a child, young and small or that have a child that got the vest at a young age could reply so I can print them out and bring to the next CF appointment on the 7th. (yes, I fight my butt off at these appointments)

At 14 months, my daughter was hospitalized for her first CF exacerbation and IVs. While there, we met a respiratory therapist that offerred us a chance to try out the vest. Like Skye, Alyssa HATED CPT. It was a difficult and frustrating part of our eevery day. But in the hospital, she took to the vest within one or two sessions. After we were discharged, I asked our CF doctor if we could order a vest. His first resonse was that she is too little, but I told him we had already done it in the hospital and that she met the minimum requirements. He said that we could try to get it, why not?

She wasn't hospitalized again for over a year and a half. The doctor felt that the consistent airway clearance could have been a good reason we were able to hold it off like that.
