Wow. That's ridiculous. Why do they even bother doing one month for one year? That seems a huge waste of Congress' time.

It is by email, but it took me a bit to find the correct spot that would accept the document. The first spot I found for my Congressman was only for a short response so I saved the letter and kept looking. Since you are US citizen why not use your sisters address & send her Congressman the notice.
