Y'all know what the opposite of 'Progress', is, right???!!!

D'ya have to be IN the U.S. to request this? And, is it by E-mail, or by letter?

E-mail's practically free for me, but postage stamps will be a B**ch!

It is by email, but it took me a bit to find the correct spot that would accept the document. The first spot I found for my Congressman was only for a short response so I saved the letter and kept looking. Since you are US citizen why not use your sisters address & send her Congressman the notice.
