I am sure they got special permission from the vest company. I have heard of it before. I dont know all the legalities or anything. But I have heard of people raising money to purchase a vest and with the vest companies permission send it over seas to a cfer that needs one but cant get one. There are two different vest companies, maybe ones rules are different than the others.
