I called the Vest company this morning and the lady who I previously spoke with Teresa gave me the WRONG information. I spoke to a lady named Libby who does work with Canadians and said that there is no program at this time but you can fund raise and buy the vest for 9,500 usa dollars. I do feel this was my fault as I should have confirmed all of this information that Teresa gave me before posting. So I am very Sorry to Liz and anyone who read my post. Lesson learned. It is always wise to confirm important information before posting.
I did contact today a company called Electromed the makers of the medpulse and they Do Have a program in Canada that works with insurance but for people in canada who Do Not have insurance they too would have to raise funds similar to the vest comapny. I did speak to a man named Marty Davig who is their Sales manager. He said you can call him at 952 758 9299 ext 337

Marty is a very nice man and we spoke for a long time. He is very passionate about his work and will take the time to help you if he can.
They currently have a new model and they maybe receiving some old machines back which some of these machines might be available to some patients who do not have insurance or the funding but I do not know the cost. Call Marty yourself please and see if he can work with you.
I would also contact the Canadian Cystic Fibrosis Foundation about raising the necessary funds to help you buy a therapy machine.
