dog culls in china - just incase people dont know

please read. this is disgusting. if they can put so much effort into hunting innocent peoples dogs down, why cant they go to the same effort to offer vaccinations and education? this will NOT stop the rabies problem. this is just an excuse to go around killing dogs.
