I just wanted to confirm that you shouldn't get caught up with the numbers. Parking at most colleges is such that your doctor will probably be willing to work with you. I had ankle surgery twice in college and each time my surgeon insisted on a six month handicap parking placard just to make life easier.
Also, many universities have their own internal handicap parking system. From what I know, they always acknowledge state distinctions, but will also in some cases give you a placard for campus even if you don't have one from the DMV.

Near me we dont go to the DMV we go to our local town clerk with a completed form or statement from the doctor. Anyone with a doctors help can get it. Its good to have for those bad days. Now mine is considered permanent, but I still need to renew it every 5 years. I wouldnt go with the license plate because that is thru DMV & limits it to that vehicle. Mine is the marker you hang on the mirror & you can take it with you to whatever vehicle you are in.
