Has anyone else had problems finding underwear

My son is fast approching two years old and I want to start potty training and actually putting him in underwear for short periods of time.
My problem is that the smallest underwear locally is way to big. My son is only 21lbs (roughly) and still wares 12 month pants.
I was hoping that someone here has been through this and has some suggestions.
So far the only thing I can come up with is using cloth diapers, but that seems to defeat the purpose.
If anyone has any suggestions I would greatly appreciate it.

Edited to add that I did a google search for cloth training pants and found a website that had xs (19-24lbs) traing pants, for anyone interested here is the website

I started off buying toddler underwear in the target baby area -- think it was 2T. There were pretty little. When we potty trained him, I had to buy several packages of the thick training pants along with plastic pants as suggested by his daycare and the only place I could find them was Walmart. Can't remember what size he got though.

The toddler ones were fruit of the loom brand.

Oh yes we certainly did experience this problem. Honestly I just bought the smallest underwear from Targt and then stiched in the sides so they fit.

It's funny how you can buy 2 different brands of underwear in the same size but the actual size can be vastly different.

I do seem to recall getting some character underwear at the disney store and it was much smaller than the target/ fruit of the loom ones. Also, I seem to remember that the training pants at Walmart did some in smaller sizes -- 18 and 24 month sizes and were Gerber brand.
