I don't see anything wrong with this approach. That's all my 2.5 year old uses. We started with nebulized albuterol, but she was impossible with it and so they let us go to the inhaler -- same thing, basically.
We started pulmozyme on my dd's 2 year visit, but we've stopped taking it for a little bit....she fights it like crazy and its a super expensive med drawing on her lifetime insurance cap, we don't see any difference, it was just preventative . . . so we are going to take a break for 6 months or a year and start it back up again then.
