IN some states the state ins. is wonderful and in others it sucks.... I'm sorry you arne't still on it for your child so you can get the tests! Ahhh life.
What is your ins. company's name? Do you have a group/policy number? There are a few places you can get specific information. One woudl be online, another would be to call and request a book on your benefits. Do you have a health benefits coordinator at work? If so, I would talk to them also.
I'm willing to help you out, I'm on vacation this week and have some free time when the babies sleep. I'll also read through what chris found and see if I can pull out some excerpts from it that would be useful in getting your ins. company to cover it.
The "no exceptions" statement has me wondering, are you aware of how your ins. companies appeals process works? Every company is different, but many times there are "higher ups" who can make executive decisions that defy the rules and regulations. I would FIGHT FIGHT FIGHT.
