and some companies do a Phase IIIa and Phase IIIb. Look at Denufosol - they've been in Phase III for several years.

So the data on the Phase III won't be available until well after the last person enrolls in the trial.

Of course data analysis takes a while - you must make sure everything is in its place before submitting to the FDA.
