Suppose your FEV1, the amount of air you blow out in the first second of expiration, is 3.0 liters. And that, according to the equations they're using, the expected value of someone your age, sex and height is 4.0 liters. This would put your %predicted at 75%.
The average healthy person has 100% percent predicted, by definition.
