The basic principle is this:
Accomodations include such things as wheelchairs, help getting on-board, are required as ADA support and are thus free.
The use of the airline's O2 on-board is not considered an accomodation. If you use your own O2 concentrator there should not be a cost as they they are only 'accomdating' you, whereas if you use their O2 then this is not an accomdation, it is a service/product they are providing and they will charge as there is a cost in providing it.
