Yes there are functioning, basically logical thinking people who use drugs, BUT sadly that can change so quickly that to try and assure minimal risk is by testing prior so you have an idea (if nothing else) have who has at least tried drugs.

See, that annoys me. If you want to test for coke or heroin or any of that crap, by all means. But what the hell harm is someone doing if all they do is a little pot now and then? I hate that I have to watch that for piss testing. What I do in recreation with MY time is none of their business, even if it is illegal. As long as I'm not high on the job, it's not their concern. Do they check everyone to see if they hire strippers or gamble illegally in their free time? No? Sure, it's harder to check for, but you get my point. I think it's stupid that marijuana is illegal at all (especially when alcohol is legal), but that's a whole different story.
