EVERYONE (including healthy individuals) has staph in their bodies. In the general population, Staph. Aureus (what we normally call just "staph" is harmless. It stays mostly in a person's nasal passages or on their skin.
When a person is said to "culture" staph, it means that a sample of something (throat swab or sputum sample) shows more growth of staph aureus than is considered normal. When a person cultures staph, they are prescribed antibiotics as a way to control this particular form of bacterial overgrowth.
Staph infections are common in the non-CF world.
