I went through the same thing when my daughter started Kindergarten last year. Her cf dr and social worker wrote a five page letter with recommendations for a 504 plan. The principal denied the 504 request over the phone a few times. So I requested a meeting. I knew from being a teacher and having many of my students with 504 plans that kids with cf qualify. Beth Sufian lives in my neighborhood. She also gave me good advice and told me Sophia most definitely should have a 504 plan. But I did not want to have to bring in a lawyer for our first meeting. The head of the school district special education dept (Houston ISD - very large school district) was at the meeting to tell me once again no. My only choice was to take legal action.
Turns out I just gave in. We are planning to move to a new district in a few years anyway. My daughter's school said they would abide by the letter just without a legal plan (504). They said they would review our request when my daughter missed enough school to affect her grades. In the past year the school has done everything that is needed for my daughter, so at this point I don't have complaints.
