The local CFF chapter in my area has had several beer and wine tastings as fundraisers. I attended 2 of the wine tastings, and they were fun. I think it is really cool that your husband brews his own beer, and sounds like a good idea to make a fundraiser out of it.
As far as legality etc, I think it depends on where you have it. The events I attended were at restaurant/bars that sponsored the fundraiser. If you held it at your own place then there might be legality issues. Do you have any contacts at your local CFF chapter? The people I've met with are very helpful with providing information on how to hold your own fundraisers, so they might be able to give you more specific info.
One piece of advice I would give if you don't want people getting drunk is to be sure to have a decent amount of food. There wasn't a lot at the wine tastings I attended, which was hard because it was around dinner time, and the alcohol can hit me pretty fast if I eat on an empty stomach. So if you can, see if you can organize people to bring some easy bar foods - chicken wings, pizza, nachos maybe. And be sure to have the servers really just pour out 'tastes', not full glasses - that should help prevent over indulgences.
