    Allan, Congratulations! As far as I know, severity cannot be determined prenatally, or even once the baby is born (do you know if its a little boy or girl?).     Let me just second what Emily said, that it is very possible for your daughter to have CF, even with no family history. CF was only identified as a disease in 1938, so it's not as if there is a ton of history to look at anyway. You're right, your doctor may be erring on the side of caution...
