Fred, please answer since waterboarding has been certified to be torture, IF TORTURE IS FOUND TO BE ILLEGAL, DO YOU BELIEVE THAT THE PEOPLE WHO AUTHORIZED IT AND CARRIED IT OUT SHOULD BE HELD ACCOUNTABLE?</end quote></div>
I already answered your question, but you obviously read only what you want to:

...However, I am in agreement that any actions taken against the rules made in the Geneva Convention should be reprimanded, in other words, I think if they broke the rules they should be punished...</end quote></div>
And, as I was contemplating on responding to your redundant question, I did some light research on what Waterboarding was, since I wasn't familiar with that word. I found out from the sources that even the Court hasn't determinied whether it (waterboarding) in general, or in certain methods, or in certain cases is considered "illegal" torture. Though one of the sources had indicated that some forms of torture are considered legal under proper guidlines of the Geneva Convention, it left "waterboarding" under investigation.
